I got this idea off Taste.com.au but I just used a very thin sugar cookie for the base of the hat dipped this in chocolate and then a mini kids size ice-cream cone dipped in chocolate. Star/flower decorations (that the kids attached with some melted chocolate) and a ribbon. Very easy to do.
