I bet those are those Dum-Dums, which are the perfect size for cupcakes, so they kind of get the best of both worlds, candy and cake, she did an awesome job putting those together!

Thank you all for the nice comments! Underneath the fondant is a gumdrop on a toothpick. The fondant just lays right over it. The eyes and nose are just a dot of Wilton black icing in the tube. Very simple! The kids loved them!
