Super Thick Glaze For Cake...recipe?

I need to make his cake for a customer but I have no idea how to make this glaze....it's so thick and holds it shape......anyone have a recipe...??

It just looks to me like an icing sugar/water (or milk) mix, with the first pour done while it was super runny (warm it in the microwave a bit) and then let to cool a bit before they used something like a knife etc to put the 'streamers' of icing on for the top icing layer.

If you look up apple slice recipe's or vanilla slice recipe's it looks like the icing that goes on the top of them or like a lemon icing that goes with banana cake sometimes.
