Ca Laws For Using Another Licensed Kitchen?

Hey everybody! I sold my cake shops in AZ a couple years ago & headed for the beach in California. I'm wanting to do a few cakes on the side now just as a small side business (not opening another shop). I know they have a cottage law here, but I still prefer to work in a commercial kitchen. A friend of mine has a restaurant & said I can use his kitchen. I know in AZ, I could get a commissary agreement & still work under my own business name using someone else's kitchen. Does anyone know if there's something like that here in California? Or, what the best/easiest way to do it is? I already have my food handler card. I was going to call the health department & ask but of course they're closed on the weekends so I thought I'd ask here & possibly get a quicker answer. Thanks for any advice!  :)
