This is not my cake and not my picture. I have a Bride that has her heart set on the design on this cake. I did an Internet search and it is only linked once on Pinterest and no link to the designer. I have no clue how to start on this design. I need to figure out what you would call this type of design and make a sketch to work from.  Any suggestions?

I agree it is piped flourishes. Use small round tips like 2 and 3, maybe 4.  You might be able to find a stencil w/similar flourishes to help you get started, then it's just piping over them in the different colors.

What they said.    If you're not used to scrollwork, blow up the photo, put a piece of parchment paper on top and trace the scrolls in pencil.  Practice doing the scrolls on the paper.    You could even put the tracing paper on a notebook that is stood on edge so you could get the feel of doing the scrolls on a vertically oriented surface.   Good luck!   Great design.
