Happy Good Friday everyone!

I've been tasked to design a cake, similar to the one posted. I am at a loss at the best way to achieve this effect. Is it pleats? Is it my half-moon extruder? Any thoughts? Thank you and Happy Easter!

Half moon extruder would be your best bet.

Yes, as @bubblebee said, the half moon extruder will work.  Also the PME plastic strip cutters will work.  Not sure if this is the number 2 strip cutter or the number 3 - you just have to be sure to roll the fondant a bit thicker so that you don't cut all the way through.   I have had great success with this technique using mine.
