I was going to answer what I really thought it looked like, but I figure you are asking a serious question, so I will try and give you a serious answer. Why somebody would make something like that is beyond me though!
Chocolate pastry case - by the look of them they are premade frozen that you buy in bulk and bake off yourself.
Chocolate ganache - it is dense and dark and looks set firm to hold up the "thing" sitting in it, so maybe 2:1 ganache/cream ratio.
OKay, this is the bit that I'm wondering WHY? Some sort of elongated cake pop on an icecream stick, dipped in a chocolate glaze with shaved almond flakes and stuck in a chocolate tart. WHY?

That's a hot mess. "Here's Johnny...eat this popsicle tart, but don't get it all over yourself." There's no reason for it.
I'm just guessing, but it looks like an attempt at a novelty or joke item..the melting ice cream bar. Similar to these:
