Mini Cupcake Sizes And Liners???

I bought mini cupcake liners from Papermart and they were too large for my standard mini muffin pans.  They didn't sit down into the pan at all.  They are also slightly larger than the mini liners you'd get in the grocery store.

Then I read on this page, that some people use the Petite Muffin Pans instead of the standard mini… and the Petites are about 1/2 the size of a standard cupcake.  I bought a couple of Nordicware ones.  Well, the liners don't fit in those well either!  They don't touch the sides and are a good amount higher than the pan.  Maybe this is OK??

For those of you who use the Petite Pans for your mini cupcakes… what liners do you use and can you get them in bulk?
