Is This Lace A Stencil?

I am pretty sure it is a stencil, but is there some piping that has been done over it to make it more 3D-ish?  I can't tell....

idk but i would do that free hand piping or use little cutters to impress some of the major flowers and forms then free hand around the rest

I think the applique on this cake is a Sugar Lace.

That just looks like piping, but it could be a lace stencil that's overpiped. You could do it without the stencil.
