Cake Topper How To Glue The Wires In?

Ok im probably not going to make much sense here but Ill try.. I'm making a frozen cake for my niece and want to make a snowflake topper. I have made snowflakes out of modelling paste then dipped the wire into edible glue and stuck them into the snowflake. I left them to dry out and held them up and they slid down the wire :(. What else can I use to dip the wire in?

melted white chocolate and maybe use a  wooden skinny shishkabob skewer instead of a wire -- also be sure you're buying/using the coated wires that are usually wrapped with paper -- just plain slick wire won't cooperate
