Icing Tip For Bottom Tier

I was wondering if someone could let me know what icing tip I need to use to achieve the design on the bottom tier?  Thank!

Awesome!  You rock - thanks so much!  Another stupid question, but would I just start the leaf and pull it up and over to achieve the ruffle?
