How To Get This Effect On A Cupcake

How would you recommend I get this look on a cupcake? I've made similar flower cupcakes before, but I'm having trouble getting this full "ruffly"  look. Thank you! 561275c7bd79f.png

56130ce3dc992.jpegThe yellow ones I did here are quite fluffy. I only did two rows but to be really fluffy I could have added a third.  I used a 125 rose top and sqeezed pretty hard and steady. I used a lot of icing!
