I am making a fruitcake for a wedding and these tiers look to be the best proportion for a fruitcake that will not be as tall as a sponge. I thought they would be 6, 8, 10, 12. I looked at them more and think it may be 6, 9, 12, 15!
I need to buy 3" tall pans for this cake, so I would like to know beforehand which sizes I need.

you wouldn't go wrong to have a 3" or a 4" difference in tier sizes ex 4x7x10x13 or 4x8x12x16 -- the picture shows a dramatic difference/graduation in tier size
and since the edges are so rounded you have to pencil in where top edge was before being fondanted/trimmed -- it's more than a 2" difference 4x6x8x10 <<<not
and the top tier seems an extra inch smaller
