How To Do These All Buttercream Tiers?

Wondering how to achieve the look of both tiers? Also what tip # should I use? Will be using Swiss meringue buttercream if it makes an difference.

For the ruffle effect on the bottom tier, you would pipe ruffles using a large petal tip. Here's a tut on how to do similar piping:
