Can someone tell me how or what tool to use to achieve this icing look?

This is relatively easy.....just thick buttercream and a palette knife. Very pretty, without a lot of hard work. I learned from mycakeschool.com, but you have to be a paid member to view. Here's a tutorial that should help.
