Can anyone guess what blue is the top tier?  Im very sure its NOT royal blue, so what else could it be and how can I achieve it? It almost has a hint of purple to it? Same thing for the green? Doesnt seem like its electric green.

It looks like an aquamarine blue to me.  I would start with sky blue and then add teal in small amounts until I got the blue I wanted.  The green is very yellow.  I would start with a bright yellow and little by little add as bright a green as you have.

I don't think the top tier is aquamarine  I think it's slightly dark royal blue. This is the color of aquamarine:

Oh duh, I was looking at the wrong tier!  Yes, dark royal blue - sorry about that!
