HELP!!!!

I am duplicating a police badge for a friend of mine. The badge is silver in color with a lot of details. Here is my issue. There is no color in the badge except for the police dept. name. How would you recommend getting the details on the buttercream transfer. For example their is a eagle on the top part of the badge. It shows detailing in the feathers.
I thought about using gray as a background and using a gray a shade darker for the detail. I also thought about using luster dust to give it that sheen.

Any help or suggestions would be greatly appreciated.
Thanks. Amanda

sounds to me that you have the right idea. Using different shades of a color to make it happen. I would think if you make the BC silverish and the detail a shade or 2 darker then that, that it would work out....as usual I am sure you will work it out.. and cant wait to see pics!
