I have to do a 3 tier cake with the top and bottom layers as cake and the middle as a "dummy".  My question is....do I need to put a board under the styrofoam dummy?

In my personal opinion, I would because it will make it easier to hold the supports from the bottom layer.  Even though you are using a "dummy" in the middle, you will need to support the weight of the top layer.  It will make it easier to remove the middle "layer" as well.  Plus, you don't know where the dummy has been; seems to be a better sanitary option. :)
