IMHO, I'm not a professional, but if it ISN"T craft store ribbon, looks to be modeling chocolate.

It just looks like thin satin ribbon to me.

 

I read somewhere the other day that you can stick ribbon to fondant like this by dampening (very lightly then running the ribbon through your fingers to squeeze out any water that might be remaining then wrap around the fondant.

 

I have never tried it but it sounds like it would work.
