I especially want to know what i should use for the swirl and how to make the red sugar stick only to that? Should i use chocolate/royal icing?
To do the red swirl, I would just use red candy melts. Make sure that the white chocolate has set before adding the swirl, and add the sugar while the red is still wet. If the white is completely set, the sugar shouldn't stick to it at all, if it does, just lightly brush it off.

You're welcome! I would use red simply because it will blend in better with the red sugar. I don't know if you have ever made these before, but something that I do is to take the Oreo apart, dip the stick in melted candy coating and then put it back together. It definitely helps the Oreo not fall off!
