On the top tier, what are these?  

 

They aren't dragees..  Also, the bottom lace looks like real lace, anyone agree?

What are the best places to find jewel pieces like the one on the bottom tier?

It looks to me like something like these but in white perhaps and then airbrushed silver.

They are gelatin sequins.

 


 

the silver balls at the bottom on the lace could be fondant covered with silver luster dust.

Wow!  I haven't seen those before.  Long process making those, but they're gorgeous!  The picture I posted was of confetti sprinkles.

The silver layer was done is some tutorial in gold. Multi colored confetti sprinkles posted above, when glued using gel to the fondant covered cake. Dry. then paint with the gold (or in this case silver) paint made from vodka and the pearl dust. And painted twice to get it all covered. Both lots of time, and plenty of supply costs too. Whew!
