AIn my opinion cupcakes should always have frosting on, whether you cover them in fondant/modelling chocolate or not.
AI tend to use ganache under fondant on this type of cupcake, but that's a personal preference, I use ganache on regular cakes too.
I never even thought to use ganache. maybe i'll just do fondant with the ganache. should be pretty easy and tasty! Thanks!
