AHmmm not sure if thats a peony or maybe a ruffled rose..or could be something else...sorry cant help...pretty cake and flower..

AIt's a peony. Looks like it was ruffled with a Dresden tool instead of a veiner.

Yep, I'd say it's a slightly stylized peony.  Get some 5 people together to make a particular flower and you will get at least 3 similar but different looking ones :)

@kakeladi you are so right.  After doing a search of peony images It had tons of different styles.
