does anyone know how to do this or know where i would look for a video on how to do it. it is champagne sprayed cotton candy if that helps. thanks!

Well, it's not cotton candy, I'll tell you that much. It's wafer paper, cut into strips. Just google wafer paper strip cake tutorial. Don't really need one though, it's pretty easy. Cut a bunch of long skinny triangles of wafer paper, and working from the top tier down, on a cake with preferrably a one inch difference, no more than two (or you'll lose the flowing pattern), attach them to the sides of the cake, preferrably fondant covered to give the paper a firm surface to grip onto. You can use piping gel, that will soften the paper the least.
