I live in Pennsylvania and would not qualify for a registered kitchen under our cottage food laws (I have a pet). I am interested in selling fondant cake toppers (no baked goods). I assume I would be able to sell them if I labeled them as non-edible. I wondered if it would be possible to sell them without having a registered kitchen if I used only prepackaged fondant instead of making my own? I would not then be making any food, only sculpting it for decorations?
Any insight on that possibility?
