Im a complete newbie to the whole forum, but I was wondering if anyone has a cricut personal mini that they use for cake decorations?? Ive read elsewhere that people have done it with their machines like the expression, but I don't have the cash on hand for that one. If so, what do I have to do to get it ready touse with gumpaste/fondant or 50/50?

Have you used the Search function to see all the posts about the Cricut?  There is a lot of information on this site.  You can certainly use the Personal.  Realize that with the Cricut, you must then invest in cartridges for the cutting shapes; the overall cost will increase.

You might also look at the other cutters, that are computer-driven rather than cartridge.
