Need Help With Best Technique

I'm new to posting, but have been learning from all of you for several years.  You always have great advice and I need some for this cake.  How would be the easiest/cleanest way to get the scalloped look on this bottom tier? I've thought maybe covering the layer in yellow fondant and airbrushing the black using a stencil to cover the yellow that I want to remain.  Any ideas? Thank you in advance!!
