I can't see the picture, but if it's like this it's called bear grass and you can get it in the floral section at craft stores. that just looks like paper. Take some medium-weight cardstock and use a quilling tool to curl it up really tight. When it unwinds it will do that on the ends. You can leave the straight end of it unwound when you do the winding to make sure it stays straight.
