Attach a lollipop stick / dowel to the back of the bodice, overhanging the bottom so that you can push it into the cake.

 

I use royal icing and then once dry, I cover with a piece of fondant the same colour as the bodice.

Thank you Suzanne, I will give that a go!

Do you think I could switch the frill direction around so rather than flaring upwards they flare downwards, more like a tutu?

I think it would look better that way, actually!  It's a lovely cake, I'm not knocking it...  but it will look more like a tutu if the ruffles go down rather than up.
