AHello, I will be making this doll cake Tomorrow. How do I make the pleats in her skirt? I've read the Wilton instructions but I don't understand how to achieve this look still.

Here is the Wilton Instruction:

step 6

Roll twelve 7 x 3/4 in. fondant "logs" to form pleats of skirt. Logs should measure 3/4 in. diameter at one end and gradually taper to a point. Position logs evenly on the cake, tapered end up.

Please Help

So they want you to roll 12 logs that are skinnier on top than on the bottom. You place those logs around the cake after you frost it with buttercream. Roll out another piece of fondant to make the skirt. Drape over the cake with fondant logs, and smooth down.

You can achieve the same look without using all that extra fondant. You just sort of let it drape and don't smooth it down. Fondant will pleat on its own. It just won't be as even as the picture.
