I am making my daughter a 2 teired Littlest pet shop cake. It will be with 6' and 8' cake pans. How do I make the cakes flat on top and even so that I can stack them evenly.

You will want to level the cake by evenly cutting the dome from the top of the cakes once they're done and cooled. I think that's what you're asking. Then you can ice and stack them.
