What Icing Should I Use In This Situation?

I have a cake to have ready for a friends birthday and she wants something like this:

(Sorry about the awful quality!)

 

The top that looks like an afro is supposed to be covered in flowers and they're just gonna be real plain and simple like these

I just don't know what kind of icing to use. I originally had royal icing in mind but I felt that'd be a bad idea since it covers the whole thing and isn't just small decorating touches.

 

All advice is appreciated!

AI'd make them out of fondant or gp.

ACover a styro ball in fondant or dip in royal icing, let it harden and then put the flowers on that.
