When To Paint Fondant?

I have read the painting techniques used to paint fondant; thanks to all the people that post fondant tips!  The question I have is probably a studpid one, but just trying to learn a few things.  Is the fondant dried first and then painted?  Totally dry?  And about how long of a time frame for the paint to dry? 

 

Just so there are no questions about the term 'paint', I am talking about luster/petal dust products used with vodka.

AYes, fondant needs to be dry before you paint on it. Check the Craftsy tutorial about Painted cakes, it's free.
