Whipped Cream Flag Cake Without Fruit?????

I have been asked to make a full sheet flag cake for Sunday.  They only want whipped cream frosting and specifically said no BC and they do not want the flag made of fruit.  I am at a loss.  I do not work with anything other than fondant for the most part so I have no idea how to do the flag and what would hold up over whipped cream.  Any help of suggestions would be soooo very much appreciated.  It is for a friend's boy scouts troup and is basically a donated cake but I still want it to be beautiful and special.

If your grocery store doesn't carry those, ask them to special order (made by Kraft).

I would get the "sixlets" candies in the colors you need and make the design with them. I get mine from a company called nuts.com and they deliver in 2-3 days

Can't you just color the whip cream red and blue? I have only ever done it with jello or pudding but you can use your gel colors too.
