What's A 1:1 Ratio Of Frosting To Cupcakes/cake?

AI know this question might seem stupid, but I really don't know what's a 1:1 ratio of frosting to cake (or more specifically cupcakes, which I am baking today) and a recipe from Brown Eyed Baker says that. I just got my first ever KitchenAid (a gorgeous Raspberry Ice model) and this is my first recipe using it! Please help? She means that she tries to have an equal amount of frosting to the amount of cake.  See how much frosting she has on her cupcakes.  It's about the same size swirl as the size of the cupcake.

AIn my opinion, that is way too much icing! Way, WAY too much!
