AAre you talking about the nut cups? They are waxed paper cups you can bake cakes in.
I've used them here:
I get them through a supplier in Australia, but you can get them thru eBay from Asia.

if yes those are fluted cupcake wrappers
basic ones
but they do maybe looked waxed?
and not to mention i did a brief search and at first i couldn't find any plain ones
then i searched for plain white cupcake wrappers
and the first place to find them was etsy--is that not a hoot
prolly should search for cc papers rather than wrappers
tons of places in that search
