Don't know if that is fondant or butter cream but here is one where flowers are piped right on to the cake. You can do this with any kind of design whether it be curly que circles or flowers.
Those swirls look like they are piped on--buttercream with a little corn syrup is what I would use.
There are pearl, metallic and sparkly sprays in a can that are certified "edible". Only problem with buying them online is that some of them require shipping by ground as opposed to air.
