what are the bare essentials? The main things i wil need to bake and decorate and present a cake and cupcakes??

I would avoid too many icing tips. You aren't going to use most of the fussier ones and it's better to buy if/when you need it rather than have 150 that you never use.
It really depends on what you are hoping to get into. For me fondant and gumpaste tools are very important, but if you are going to stick with mainly buttercream and not mess with sugar flowers and such you would have no use for them.
Sabrina's list is a good start for sure.
A good stand mixer will really make your life easier.
Also, a few good basic recipes. I tried about five different vanilla cake recipes before I settled on one I use every time. ( I also slightly altered it, but not until I had made it exactly according to the recipe.)
Also, if you do decide to change recipes write it down! The last thing you want to do is make an amazing cake and then forget what was in it.
And my last piece of advice is to clean your oven. Often.

you can even use one from the housewares sale rack at tj maxx any kinda swirlie thing
but they are just invaluable
and eventually you'd probably want a pedastal turntable

ok--this is kind of a cool thing--a little block of styrofoam to store a few hat pins on
the pins are invaluable for 10,000 things just trust me
and the styrofoam thing also makes the best tip holder
just jam in a few toothpicks and keep your tubes on there
often cakers use tackle box type for storing cake deco equipment
well and good but you gotta dig for every tip so with the block of foam you can see at a glance whachagot
i always poopooed tip cleaners --the little brushes--and you don't need one to start but get one asap
because some of those tips of ours prolly still have some of the first icing ever piped in there
