I just use royal icing...not too thin and allow 24 hours to dry.......I've heard of people using melted chocolate too.

I do it with a smear of melted chocolate under the foot of the shoe. The shoe adheres immediately.

If I need to remove the shoe at a later date (and I've done that), I can use a hair dryer on warm (blown under the board) to melt the chocolate and remove the shoe with no damage.
