My buttercream frosting is not crusting, will adding merange powder help?

The Cake Boss - decorators buttercream.
Is this the one below? If so, I think the sugar to butter ratio is off. For crusting buttercreams you really need about 1lb confectioners' sugar for every cup of butter/shortening. I use this recipe http://cakecentral.com/recipe/sugarshacks-buttercream-icing.
2 1/2 cups (5 sticks) unsalted butter, softened
5 cups confectioners sugar
1 tablespoon pure vanilla extract
1/4 teaspoon fine sea salt
3 tablespoons lukewarm water
