I'm trying to make this cake for my god-daughters 5th birthday. I'm doing it two tired, but I don't know how to do the scalloped edge that they have. Any help/ideas/comments would be appreciated.

They also make a one sided scallop cutter.
It looks like if you don't have a scallop cutter you could simply cut circles or ovals in half.
