You can carve them from styrofoam spheres until they fit the shape of a cupcake tin, but it will make a huge mess. It's much easier to order them from a supplier...

I have 12 dummies that I ordered some time back. I need 14 , and there isn't enough time to have them delivered. I will try and carve 2. Thank you for answering .

I have made them using can foam spray you use to fill cracks with. From the hardware store. Takes a little practice to get just right.
Put paper liners in your muffin tin. Shake can then squirt into cups. It does expand as it sits so go slowly.
One can makes about 24.
Good luck.

You can also make them out of the "form cake" recipe that was posted on here a while ago.

1 box cake mix (any kind)
3 tbs meringue pwder
3 tbs flour
1 cup water

Mix everything together; the batter will be thick. Bake @ 350 until browned.

It doesn't rise as much as a regular cake but it works really well. I used it to make a competition cake about a year and a half ago and I still have it and it's in great condition.
