Please Need Help Fast Deciding Which Size Pan To Use.

I am getting ready to bake my first set of cakes for a retirement cake I am making for a friend. I was planning on making a 7" and 12" cake but now I am second guessing myself wondering if the top tier should be an 8" instead. What do you think would look better. I plan on using gumpaste roses and a silver 24 on the top and some roses on the side of the second tier. Any help greatly appreciated.

Either will look fine... the decision should probably be based on the serving goal.

I'm not worried about the servings since it's just going to be for a small group of people. I'm sitting here staring at the pans wondering if a 7" on top of a 12" looks to small. I bought the lace mold that's pictured on this cake to use around the top edges and I want to add some roses around the edge of the tiers. If you were making this cake what size would you choose? Thank you for responding.
