The colored shapes look like fondant (or fondant/gumpaste - tylose), formed on the end of wires...
The pearl sprays can be purchased already made: http://search.aol.com/aol/image?q=pearl+spray&v_t=wscreen50-bb&s_it=searchtabs

at most craft stores, where they sell items to make your own party/wedding favors.

The ends of all the wires and pearls can be stuck into a thick straw or tube, then you insert THAT into the cake.

Yah, what she ^^^ saidicon_smile.gif Just be sure you put all the wires into something like a thick straw before placing them in the cake. In other words, don't just stick wires in the cake.
If no other choice, wrap them in alumumin foil.
