Does anyone know the technique to making this flower?

It looks like they started with a rose, then added more layers of petals, not thinning or cupping the petals on the outer layers at all.

I say a special scalloped cutter is used, especially for the outer layers of petals.
I don't remember ever seeing such a cutter but that sure doesn't mean there is not one out there somewhere icon_smile.gif
After looking again, I'm wondering if a *heart* cutter is used for the outer petals. Maybe if you have a heart cutter that has a deep scallop top part, you could cut most of the point end off to make the petals.

I looked before I read the other replies. I see a rose in the middle and heart shaped petals around it.
