Just wondering what my cake decorating sisters and brothers might suggest how to go about it. Obviously the roses are chocolate candy clay. Think the panels are dried fondant? White chocolate? Candy clay?

It could be either but I would use white chocolate clay.

That is a cake by Baking Arts in San Francisco, and he uses candy clay. He also sells tutorial DVDs that are very detailed on how to do this technique.
This cake uses a combination of both DVD's.
