A friend at work asked me if it is possible to make a glow in the dark cake. Someone she knows insists that she made one. Has anyone made one?

Glow-in-the-dark products are not edible. Your friend is seriously mistaken.

On DC cupcakes, they added tonic water to their buttercream so that it glowed under backlight. Maybe that is what your friend was referring to.
