You can use a standard brown color. It looks like the bears are airbrushed to look shaded or maybe dusted with a powdered color like petal dust or something.

To me the bears look a more rusty color. In wilton colors that would mean a mix of brown with a bit of orange and a bit of red. It looks like they might be accented with perhaps a chocolate brown dust.
