Is there a tutorial for this technique or can someone tell me how to achieve it? I'm sure it's been discussed somewhere and I missed it. Thanks.

The top tier is just a ribbon rose taken to glorious extremes. The third tier is very thinky rolled and frilled fondant strips applied starting at the top of the tier.

Ribbon rose video http://www.youtube.com/watch?v=0Q8EuXnmQ2o&feature=related The photo you gave starts with a large one on the edge and working in to the center with different shades of the same blue.
