Help With Buttercream

Hello,

I am new to cupcakes. I started as just a little activity to do with my son using box cake/frosting and now finding myself wanting to branch out to scratch ingredients. I really love the look of the cupcakes below and hoping to for the same outcome. Can anyone tell me what type of buttercream are on the cupcakes picture? Also how would one achieve the "Dairy Queen Cone" effect with the piping?
